It does have plot and story development. I agree its hard to follow at the start (season 4), but it gets exponentially better. Its how they structured it, since they do individual concentrated episodes, you see the same scenes as you get into the season but from a different person's point of view. If you notice, the latter half they extend those same scenes for other subtle jokes. In terms of writing, wit and humor...I think it's one of the best comedy shows.

I actually think they did a real great job with the 4th season. And I think the ended has to do with setting up for a movie.

Watched the first 10 minutes of the first episode... Is it supposed to be a comedy? It just wasn't that funny after all the hype about it being awesome.

Breaking Bad
Game of Thrones
Curb Your Enthusiasm
30 Rock
Parks and Rec
Being Human (US or BBC)

I don't want to watch The Wire, I'd hate to ruin television for myself for the rest of my life. (If you don't get this, then you clearly don't have friends who have seen The Wire, or know anyone who has)
