He is stating that if the last teammates you played with were to be rewarded with the same title than you, you would be able to give the title to anyone if you can drop a game and still have the necessary rating ; i.e. it's not possible with the 5.4 system because that is not the case.
Because of the new way of gemming, they need to buff base resilience by 2 to 5 % or, even better, add a good chunk of resil on all the pvp trinkets, making them more attractive and avoiding the use of those retarded pve trinkets (DMC on DK anyone ?).
RBG giving a much better cap then arena is what happend.
all the people that do pve had to do arena before cataclysm now they do RBG's since it's easier for them and gives a better cap aswell.
So all the pve people having low arena teams before Cataclysm is what basically reduced the amount of glad spots.

The only reason arena participation is decreasing is Blizzard putting far more emphasize on RBGs than on Arena (and their reason is that it's easier for them to [not] balance them) ; players new to pvp are now directed to RBGs (via artificial means like more points/week and because of the huge skill gap to overcome in 2s. You can face full T2 players @1600, in part because there is no reward in this bracket anymore, bracket which was once upon a time the place where you learned what were arenas)
The Patch 5.2 Malevolent gear may have more PvP power and Resilience, but Patch 5.1 Malevolent gear has higher Item levels and as such stats. To have more clarity on this you can read the below comparisons:

In the end, the effective Ilvl of patch 5.2 and 5.1 Malevolent gear puts them at about equal. The reason for lowering the item level and increasing the PvP stats for the 5.2 version of Malevolent gear is because we want players to run 5.0 LFR, this means that the Ilvl of honor gear needs to be lower than the entry requirement of 483. The result of this was lowering the Ilvl (stats) of the gear, but increasing it's PvP power and resilience to compensate. That difference in power you feel is going to be extremely prominent, is actually quite minor.

The difference will be near to non existent ; if you lose your games against opponents with only 8 more ilvl, you probably deserve it. And while still being at a little disadvantage at the beginning of the season, you will be able to compete at 2k2+/2k4+ without a problem and the gap in gear will narrow very quickly as the season pass.
