There's a false perception that resilience needs to increase with every tier of gear. Percent damage reduction is really something that is most easily balanced if it remains constant.
Every patch you'll now have 3 main stats that scale: damage done, healing done, and health pool. If those 3 are all raised equally, then there's no need to mess with resilience.
However, when they put in something like 10% damage reduction on this trinket bonus, then they really ought to consider lowering healing done by an equal amount.
