How can Blizzard or whoever the fuck rule out addons in an online WoW tournament where their only source of legitamacy and proof are screenshots submitted by the actual participants of said tournament? Are they actually that fucking retarded or am i missing something?

If the rules state "No addons" and one team proved that the opponent team used addons, then bullshit teenager arguments like "they also used addons" or "everybody else so far has used addons" should be irrelevant, the team that broke rules should be immediately disqualified.
The fact that the admin or jugde ruled for a replay of the series when one team definetely broke the rules speaks volumes in terms of the organizers awareness of what the fuck is going on, when in fact, they should have just disqualified said team.

After that disqualification, there could be made arguments by the dqed team like "they use addons too", and they could provide screenshots themselves as proof of the other team breaking the rules as well. Then, and only then the series should be replayed.
(The hole tournament would have to be replayed rofl)

I really don't get why the prestigious 20 year olds debating club that is aj goes absolute ham on tournament participants that remember and state the rules to an admin or judge, who in fact should be able enforce the fucking rules by himself because that is his only job.

The fact that the team did this after the series was already finished might seem like a dick move, but it is absolutely legitimate. It's the organisation of this joke of a tournament we should bash.

Two issues:

1. You ignore that the extreme burst is in many cases caused by stacked buffs (possibly in addition to crits/multistrikes), not certain abilities hitting too hard baseline.

2. You cannot just arbitrarily nerf high damage abilities and buff low damage abilities without completely messing up the spec in many cases or causing even more imbalances.

Let's take Moonkin as an example (all calculations exclude PvP trinkets/cooldowns for obvious reasons):

Starfire base damage can be as low as 20k at 2.5 seconds cast time in full PvP gear.

When stacking Mastery with a mastery weapon proc, you can get up to 100% mastery at peak Eclipse (or during Celestial Alignment) increasing Starfire damage by up to 100%.
Trinket proc can increase your spell power and subsequently Starfire damage by ~20%.
Celestial Alignment increases damage by another 20%.
Incarnation increases damage by another ~14%.
Lunar Empowerment (triggered by casting Starsurge) increases damage by another 30%.

Euphoria reduces Starfire cast time by 20% during Lunar Empowerment.
4pc PvP reduced Starfire cast time by another 30% for 6 seconds after casting Starsurge.
Troll Berserking (assuming highest damage racial) increases haste by another 15%.

A crit would then increase total damage by another 50%.
A crit multistrike would then increase total damage by another 30%.

If Empowered Moonkin procs during the cast, you get a second cast instantly afterwards.

All of this results in:

20k -> 85k with damage buffs/procs
85k -> 166k with crit and multistrike crit
166k -> 332k with Empowered Moonkin proc during cast

2.5s -> 1.2s with Euphoria/4pc/Berserking

Thus the damage potential goes up from 20k on a 2.5 seconds cast to between 85k and 332k depending on RNG on a 1.2 seconds cast.

Your method suggests to just nerf Starfire and buff the other abilities. Since Starsurge and Wrath have rather similar burst potential, the only other abilities left would be Moonfire/Sunfire. Since Blizzard doesn't want abilities to be balanced completely differently in PvE and PvP, they'd be looking at PvE numbers where, for single target, Moonfire/Sunfire only make up ~20% of total damage. Thus if you wanted to nerf the abilities with high burst potential (Starfire/Wrath/Starsurge) by e.g. 20%, you'd have to increase Moonfire/Sunfire damage by 80% to make up for that. Not only would that make Moonkins ridiculous for multi target fights in PvE, it would also increase their spread pressure in arena matches even further, exchanging their burst for multi-target DPS that you cannot outheal.

In the end, a case by case approach makes a lot more sense than your generalized suggestion. E.g. for Warriors it might make sense to spread out damage a bit more between abilities (lower MS/Execute for Arms, higher WW/Slam for Arms, lower SD/Siegebreaker for Fury, higher BT for Fury) while for casters I believe Blizzard needs to make changes to the game across the board before they can make any sweeping changes to certain specs.

Try applying faerie swarm right before you root beam, slowing your target right before you do it seems to prevent it from bugging out (at least in my experience).

Doesn't matter how much Execution Sentence or other burst spells are nerfed.(or long cd/low frequence spells) About 2% of their healing goes into HPS, they are ~meaningless for HPS.
Battle Fatigue can directly reduce HPS. The only other way to reduce HPS, to specifically nerf casted heals, such as Flash, Divine Light, WoG. That isn't better than Battle Fatigue and there is no other way to effectively reduce HPS, and HPS vs DPS are not balanced.

HPS ~38k  vs  ~24k DPS  (dps of 2 players)
