Mastery for burst and probably overall damage increase. Haste for less casting.
Crit over multistrike because ms hits don't proc shooting stars. I do also think versatility should be the best secondary stat.

Versatility → haste → mastery → ms → crit for me. Versatility because it seems like a perfect PvP stat. In pve it's haste/mastery→ms→crit. In PvP haste gains extra value of utility, hence my priority.

They changed how HOTs scale with haste, such that you get a linear benefit (e.g., no more breakpoints) to the increase in number of ticks (e.g., a ‘partial tick’ is always paid out in the end).

The current stat priority for pve:
Spirit (On accessories such as rings and necklaces only) > Haste (there are NO breakpoints) = Mastery > Multi-strike > Crit > Versatility

Obviously Versatility is a lot more useful in pvp. I don't know yet how much more useful than Haste and Mastery though, but I'd probably try and get it over Multistrike and Crit.
