Since 5.0, Expertise also counts for spell hit chance in a 1-to-1 translation. 3% expertise in addition to 3% hit will hit-cap your spells at 6% (Cyclone, Entangling Roots, etc). You should advise a mandatory 3% expertise cap to ensure your spells land. This seems to be common practice among several ferals other than myself.
