So the ends justify the means? Sniping has been a problem since day one. The solution is to prevent individuals from seeing your location unless you're on each others friends list.

More convenient to dodge/snipe. If you know a team is queuing and you're trying to gain rating, why queue into a comp that is harder to beat than others.

Arena Tournament Realm is a perfect example of extreme dodging/sniping.

EDIT: Extreme dodging/sniping == boosting multiple characters because its easy to gain MMR fast and snipe teams trying to climb the ladder to compete for the spots.

I have always hated the fact you could "snipe" someone. The only way you should be able to see someone's location, is if both individuals have each other on their friends list. As much as I enjoy websites like those, it really does prevent competitiveness in the long run, especially at higher ratings. Blizzard doesn't care too much about high level play though, because it is the vast minority.
