I played my hunter during S6 for a short period before I sold it, and I played someone elses hunter a tad in S7.

This, again, has nothing to do with skillcap of hunter play.  Hunter pet being easily globaled by reckstorm is not skillcap, it died TOO easily.  It still dies plenty easily and dismissing it and resummoning it to keep it alive is more skillful than just ignoring it.

I am NOT convinced that the steady/cobra/aimed shot cast time reductions will make it to live, I posted the post I did about suggesting hunter changes that would make them a proper class in TOP-TIER PVP, I'm not talking about mid-glad rating that no one truely competitive cares about. There was actually rumors that blizzard wants arena back into E-sports with help from companies such as Intel, there will be a Tournament realm next year and I'm guessing if they want it to be more competitive they will release a spectator client and higher the skill cap in mists of Pandaria.
