I think it's clear to everyone that hotw is broken. You should not be able to stack necrotics through damage reduction cooldowns with full capacity though. It hurts all healers, hurts priests a bit more.
And I am pretty sure no one has problems with DKs at high ratings because there are no DKs at high ratings. I would guess that the ratio of non dk melee/hunter + ele teams vs dk teams is 30 to 1.
My point is , this is just a design flaw and they are better off fixing stuff like this before buffing.

i would not say that there are no dks at high ratings, in the two "hardest" battle groups (misery and cyclone) in eu the rank 1 teams contains a dk. the reason you do not see many dks at high rating is that not many people playing the class
