Cooldowns are somewhat of a double-edged sword, in my opinion. Let's look at MoP, probably one of the biggest cooldown-based expansions just from a numerical standpoint, effectiveness of said CDs is subjective. You run into this issue where so many classes have so many cooldowns, especially defensive, it promotes training of a target because their CDs may not come back up and you can score a kill. Vhell made a great, elementary analogy, it's like an onion; no - not ogres, but classes. You keep peeling back the layers of the onion similar to the amount of CDs a class has. Then you run into the issue where there's so few CDs that predicting those CDs is too trivial and does lead to scripted game play.
Also remember that PvP talents are a way to introduce abilities and spells back in the game. Like the ones they should have never taken out in the fucking first place. RIP Curses, Fel Flame, Shadowflame. Maybe just rip wrath affy idk i'm rambling fam.
