As there's no thread about the newest changes or 3.1 changes in general, I'm creating this one. If you find any undocumented changes or meanings of changes that are worded weird, feel free to post them so I can edit them in.
Otherwise I'd like to discuss the newest PTR changes in this thread.

Latest changes - PTR Build 9704:

Blood

* Rune Tap now costs 1 Blood Rune.

Frost

* Tundra Stalker now makes your spells and abilities deal 3/6/9/12/15% more damage to targets infected with Frost Fever. Also increases your expertise by 1/2/3/4/5.
* Black Ice now increases Frost and Shadow damage by 2/4/6/8/10%.
* Improved Icy Touch now gives your Icy Touch 5/10/15% additional damage.

Unholy

* Scourge Strike (Rank 5) now deals 45% of weapon damage as shadow damage plus 357.19, total damage increased by 11%.
* Summon Gargoyle now persists for 10 sec plus 1 sec per 3 runic power up to 1 min.
* Reaping no longer affects Blood Boil and affects Pestilence instead.
* Impurity now increases the attack power bonus of your spells by 4/6/8/12/16/20%.


Undocumented changes:

* Sigil of Awareness: "Increases the base damage dealt by your Scourge Strike by 189, your Obliterate by 336 and your Death Strike by 315."

New PvP Relevant Items:

* Death Knight T8 DPS Relic -- Increases the damage done by your Death Coil and Frost Strike abilities by 380.

I'll post maths comparisons of Live - PTR for various things in this post.

* Sigil of Awareness: "Increases the base damage dealt by your Scourge Strike by 189, your Obliterate by 336 and your Death Strike by 315."


This will result in following final damage increases assuming optimal builds, glyphs and diseases (live in exclamation marks):
SS(Unholy/Blood): 418 (581)
SS(Unholy/Frost): 442 (559)
Oblit(Frost/Blood): 603 (577)
Oblit(Frost/Unholy): 580 (554)
DS(Blood): 638

So i just did a 12500 damage 30000 heal deathstrike with hysteria and vampiric blood up. What is blizzard thinking?

In a PvE setting with procs? Why not?
In a reasonable PvP setting you're not getting 10k DS crits.

stop hitting level 60 dummies for your tests, attack higher level ones that actually have armor

Am I just REALLY retarded or have these things been this way since WOTLK first came out? I'm not seeing any changes...

I quoted MMO-Champion, like they're worded there are no changes, but you can never know if there are mechanic changes combined with the wording changes so I included them.

Edit: Edited them out anyway, I'll just edit it in if there are any mechanic changes.

With the Black Ice change SS does almost as much average damage when specced 10 into Frost as it does when specced 17 into Blood - are people reconsidering their Unholy/Blood specs?

What were you hitting? level 1's?

Mine was doing less than 9k with crusader+greatness up and with hysteria on level 80 dummies.

Although i gotta say the amount of healing is a bit much.

It was on a lvl55 dummy. 10400 maxcrit on the lvl80, it has a lot more armor than a clothie or rogue though.

It was on a lvl55 dummy. 10400 maxcrit on the lvl80, it has a lot more armor than a clothie or rogue though.


In PvP you're always running around in PvE gear with all procs up and the enemy having zero Resilience, am I right?

How was your maxcrit against the 80 dummy 1k higher than mine by the way? (Using Betrayer, Fallen Crusader, SoA, 4021AP/13.15%ArmorPen,DC:G,FotFF)

All these nerfs to Unholy, and all the good glyphs/sigils being moved to blood/frost.

You'd think blizzard was pushing us into frost/blood for pvp or something!

The SS 'change' was most likely only a tooltip change, on PTR SS has always done 19% less damage than stated in tooltip (which would exactly match the new numbers).

Looks way better for FS than it does for DC in my opinion, so I wonder why they didn't do the same as with the SoA (changing the numbers for each skill so the total benefit for each spec is about the same).
