This spec relies off a rotation that fully maximizes the down time on Arcane Barrage. Your rotation should be Arcane barrage, any instant, then arcane barrage again.
Keeping it simple!
A good example rotation is something such as or similar to.
Arcane Barrage (0) -> Slow (1.5) -> Arcane Barrage (3.0) -> Fire Blast (4.5) -> Arcane Barrage (6) -> Frost Nova** (7.5) -> Arcane Barrage (9.0) -> Fire Blast (10.5) -> (start over)
This can be replaced with almost any instant or a Polymorph. From Arcane Explosion to POM (Presence of Mind) Fireball. This is really up to you.

Arcane Subtlety 2/2- More of a filler talent then anything, although it does help your slow from being dispelled, 2 points here.
Arcane Focus 3/3 - Very good talent for only 3 points, should help save mana and keep those hits landing.
Arcane Stability 0/5- Trash talent, skip with all builds. Mages should never be tanking!
Arcane Fortitude 3/3 - Going with 3 points in this for this build, although some may want to pull it for another talent such as Ice Floes.
Magic Absorption 2/2 - This is a must have talent! 2 points for 70 resistance, you can't beat it.
Arcane Concentration 5/5 - This saves you mana, and procs Arcane Potency which we'll see later on in this build.
Magic Attunement 2/2 - Increases the range of your spells and boosts your Amplify and Dampen magic spells. This will help you keep distance, very nice for only 2 points.
Spell Impact 3/3 - This adds crit Fire Blast and to your Fireball which you will be using with Presence of Mind.
Student of the Mind 0/3 - I'm sure blizzard has something great in store for spirit, until then, skip this!
Focus Magic 1/1 - For 1 talent point you may as well, throw this on your partner to boost their spell crit and they'll return the favor when they crit.
Arcane Shielding 2/2 - Without Ice Barrier you'll be using this allot, take this to save your mana!
Improved Counterspell 2/2 - One of the best talents in the tree, you must pick this up!
Arcane Meditation 0/3 - This is a decent talent but we won't be picking it up with this build.
Torment the Weak 3/3 - This is basiclly adding 12% damage to all your attacks, keep slow up and bring the pain! Must have!
Improved Blink 2/2 - This will help conserve mana and can save you in a pinch, for only 2 points you may as well put them in.
Presence of Mind 1/1 - Makes your next cast instant, you must pick up this talent! Paired with Arcane power this is an extremely deadly talent.
Arcane Mind 5/5 - This will give you more mana and more damage when paired with Mind mastery, a must have for this setup.
Prismatic Cloak 3/3 - For only 3 points your taking 6% less damage from all sources and makes your invisibility instant.
Arcane Instability 3/3 - This is connected to Arcane Power and Arcane Flows, not much of a choice here but it's a good talent regardless.
Arcane Potency 2/2 - For a measly 2 points your getting 30% crit every Clearcast and when you use Presence of Mind.
Arcane Empowerment 0/3 - With this setup you shouldn't be casting anything other then sheep, skip this talent.
Arcane Power 1/1 - On demand 30% additional damage, pick this up!
Incanter's Absorption 0/3 - This may sound great, but it's allot less damage then you would think, skip this.
Arcane Flows 2/2 - Just 2 points to make your key cooldowns a minute faster, a must have.
Mind Mastery 5/5 - Increases your spell damage based off your intellect. With Arcane Mind even in full PVP gear this will add a very nice amount of damage.
Slow 1/1 - An instant slow, that well, slows your enemy by 50% for almost no mana! This is a must have talent for this build as it allows you to gain an additional 12% damage when paired with Torment the Weak.
Missile Barrage 0/5 - This isn't a bad talent but unfortunately there's just no room for it in this build.
Netherwind Presence 0/3 - You don't need haste to cast instants. Only thing you should be casting is Polymorph, Skip this.
Spell Power 2/2 - Increases the crit damage of ALL spells by 50% for just 2 talent points, you would be crazy to not pick this up.
Arcane Barrage 1/1 - The life and blood of this build. This Talent is required for all Arcane builds.
Improved Fire Blast 2/2 - This talent is a must have, it reduces your cool down to 6 seconds allowing you to weave it in between Arcane Barrages.
Incineration 3/3 - You will be using Fire Blast allot, this will give you some extra damage. If your mana is a problem you can always pull this talent for Arcane Meditation. Another very viable option is to put these 3 into Ice Floes.
Ice Floes 0/3 - This is personal preference here. Some people like this more then Arcane Fortitude or Incineration, but I won't be including it with this build.
