This is an offensive Moonkin spec, the strengths of a Moonkin are the burst ability along with being able to heal and reduce damage taken with Moonkin Form, and Barkskin against Melee. Combos you may run but not limited to:

Restoration - 13 Points
Furor - Rank 5/5
Gives you 100% chance to gain 10 Rage when you shapeshift into Bear and Dire Bear Form or 40 Energy when you shapeshift into Cat Form.
This is good for instant Bashes/Demoralizing Roars to get melee off of you or keep them from getting on to you.
Nature's Focus - Rank 2/5
Gives you a 28% chance to avoid interruption caused by damage while casting the Healing Touch, Regrowth and Tranquility spells.
Filler, but it is nice for Tranquility and Regrowth casts.
Natural Shapeshifter - Rank 3/3
Reduces the mana cost of all shapeshifting by 30%.
Very nice talent for when you are against teams where you are shifting in and out of Moonkin, Bear, and Caster form often, which is against most teams, Moonkin's do not have huge mana pools under most circumstances and need to conserve as much as possible.
Intensity - Rank 3/3
Allows 30% of your Mana regeneration to continue while casting and causes your Enrage ability to instantly generate 10 rage.
Mana regen, because a full dps Moonkin cannot afford to have a mana pool that is sinking constantly.
Balance (48 points)
Starlight Wrath - Rank 5/5
Reduces the cast time of your Wrath and Starfire spells by 0.5 sec.
Very self explanatory, you need to be able to cast quicker spells to get top dps or be able to cast against a melee on you.
Nature's Grasp - Rank 1/1
While active, any time an enemy strikes the caster they have a 35% chance to become afflicted by Entangling Roots (Rank 7). Only useable outdoors. 1 charge. Lasts 45 sec.
Very nice versus Warriors and a nice way to get Rogues to use Cloak of Shadows, or keep them in CC if you have already forced a Cloak of Shadows, really a must for any Moonkin/Restoration Druid.
Improved Nature's Grasp - Rank 4/4
Increases the chance for your Nature's Grasp to entangle an enemy by 65%.

Control of Nature - Rank 3/3
Gives you a 100% chance to avoid interruption caused by damage while casting Entangling Roots and Cyclone.
once again a must if you are going to be able to deal with any type of melee or Hunter, really self explanatory.
Focused Starlight - Rank 2/2
Increases the critical strike chance of your Wrath and Starfire spells by 4%.
A strong suit of Moonkin druids is the fact that they can pull a burst from just about anywhere if they have mana and room to cast, and this talent helps that out, and opens up to put points into Vengeance.
Improved Moonfire - Rank 2/2
Increases the damage and critical strike chance of your Moonfire spell by 10%.
Moonfire is actually a very mana efficient spell, but only when cast once and then letting the dot tick down, which this talent is helping out the raw damage and DPM of the spell.
Insect Swarm - Rank 1/1
The enemy target is swarmed by insects, decreasing their chance to hit by 2% and causing 792 Nature damage over 12 sec.
This is a very nice talent that gives Druids a second dot which is nice for casting on the run and overall dots just add to druids dps.
Nature's Reach - Rank 2/2
Increases the range of your Balance spells and Faerie Fire (Feral) ability by 20%.
Adding range to Cyclone, Entangling roots, Wrath, Moonfire, Starfire, all really help Moonkins kite very nicely.
Vengeance - Rank 5/5
Increases the critical strike damage bonus of your Starfire, Moonfire, and Wrath spells by 100%
Once again, another talent that adds to the burst capability of a Moonkin Druid.
Celestial Focus - Rank 3/3
Gives your Starfire spell a 15% chance to stun the target for 3 sec and increases the chance you'll resist spell interruption when casting your Wrath spell by 70%.
Great talent for casting Wrath's against melee or getting good stuns against players to keep them locked down.
Nature's Grace - Rank 1/1
All spell criticals grace you with a blessing of nature, reducing the casting time of your next spell by 0.5 sec.
This talent is very nice after a crit to either get a short Cyclone CC or Wrath, either of which is extremely hard to counter if from the other team.
Moonglow - Rank 3/3
Reduces the Mana cost of your Moonfire, Starfire, Wrath, Healing Touch, Regrowth and Rejuvenation spells by 9%.
Reducing the mana cost of most of you damage spells and most of your healing spells just makes Moonkin be able to cast that much longer without having to Innervate of drink.
Moonfury - Rank 5/5
Increases the damage done by your Starfire, Moonfire and Wrath spells by 10%.
Increasing the damage of your highest used damage spells is really a no brainer.
Balance of Power - Rank 1/2
Increases your chance to hit with all spells and reduces the chance you'll be hit by spells by 2%.
Hit is something you need in pvp but not very much of, with one point into it ALMOST but not completely reduces the chance of getting a miss, resist, etc.
Dreamstate - Rank 3/3
Regenerate mana equal to 10% of your Intellect every 5 sec, even while casting.
Dreamstate is a mega mana regen but is not quite as useful for a full Moonkin simply because the mana pool of a Moonkin is less then a Restoration Druid and so you get less mana back, but still a very nice and required pick-up.
Moonkin Form - Rank 1/1
Shapeshift into Moonkin Form. While in this form the armor contribution from items is increased by 400%, attack power is increased by 150% of your level and all party members within 30 yards have their spell critical chance increased by 5%. Melee attacks in this form have a chance on hit to regenerate mana based on attack power. The Moonkin can only cast Balance and Remove Curse spells while shapeshifted.The act of shapeshifting frees the caster of Polymorph and Movement Impairing effects.

Wrath of Cenarius - Rank 5/5
Your Starfire spell gains an additional 20% and your Wrath gains an additional 10% of your bonus damage effects.
Once again increasing the damage of your hard casted spells as a Moonkin and a very nice talent to increase your overall DPS.
Force of Nature - Rank 1/1
Summons 3 treants to attack enemy targets for 30 sec.
Very nice against casters that cannot AoE and against healers, but against anyone that you are focusing, they can really put the hurt down.
