It turns out only 50 (as far as I know) people got R1 on NA even though it should be around 148 (API DATA that we have)
If we take 50/148 = 0.337 = 33.7% of the Spots that were expected.
So the ~34% can be used on the EU Ladder to kind of figure out the spots that we get. (if the distribution of the titles is not "bugged" on US currently and everything is the way it should be)
Meaning we have the 210 estimated EU Spots for R1 (once Again Blizzard API) and we get ~70 projected spots on the EU Ladder. (210 x 0.337)
And now considering the faction split on US was 22 (Alliance) /28 (Horde) R1's (as far as I know, correct me if I am wrong) which is 44% / 56%, EU is most likely just flipped on the Percentages (Most Arenatracking Websites are guessing 60% Alliance / 40% Horde for EU and 40% Alliance/ 60% for US)
Now we look at 56-60% Alliance / 40-44% Horde as percentages for the EU Ladder we end up with:
39-42 Spots (Alliance) / 31-28 Spots (Horde)
All of this is just a WILD guess and would just be an estimate IF the US Spots aren't bugged and were given out correctly.

EDIT: Turns out I was ALMOST right, with 31/33 and the Ratio was more like 50/50 and I was off by 6 Spots
