does seal swapping give advantage?

does seal of truth with 12% make more or less dmg than seal of command with 20% WITHOUT censure taken in to account? Would it be beneficial to run around with seal of truth and when you have a chance to burst swap to seal of command ? because censure does not dissapear when you swap to command so basically you would get a little extra dmg + better grip for 15 seconds until censure runs out?

Seal of Truth is 12% Weapon Damage as Holy damage
Seal of Justice is 12% Melee attack damage as Holy damage.

40,000-52,000 Weapon Damage (ilvl 527) on Training dummy does:

Truth: 20,000 DPS Auto-attacking, 8000 of the 20,000 DPS comes from Seal of Truth (DOT + Straight damage)
Justice: 16,000 DPS Auto-attacking, 3200 of the 16,000 dps comes from Seal of Justice.

Basically the point im making is that 12% Weapon Damage is worth much more than 20% of the melee attack damage. Even more so because the melee attack damage would get reduced in PVP, reducing the proc damage from Justice, where the Weapon Damage number is a flat value that is worked off of pre-resilience.

SPARK NOTES: No, its not worth it to change. Given that 15 on Censure DOT during a burst window of 20 seconds means either at the beginning of your burst youre wasting a gcd, in the middle you're wasting a gcd to switch seals to not let the dot fall, or you're just keeping Justice up the whole time, meaning you're losing damage at the end.

While Seal of Justice can occasionally hit harder than Seal of Truth's straight damage can (only on the absurdly high damage crits), you're losing damage taking the gcd to switch regardless of where you;'re doing the switch.
