It matters for guilds though. For example, if you're on Sylvanas you won't be able to join an Outland guild etc.

You register to the website
You add your character like when you add your arena junkies character
The website will keep track of your rating and you'll automatically be put into the "League" you meet the requirements for.
In order to gain access to the website you'd have to have for example 2000 rating.
Each group would go like this:
Each group would have an individual sub-website where you can monitor people and see who you share league with, check out people previous experience and see a graphical view of how the person improved over the season, that way you can determine if this guy is somebody stuck inside the league or if it's somebody who's been progressively improving throughout the season.
There should obviously also be a chat for each league with chat restrictions(Language filter etc) and mods monitoring it once a while.
On your very own profile you'd be able to set status if you're looking for team mates to play with, your favorite comps etc.
The higher rated people could use this website to publish their video's on their profile, notice people they're willing to sell training lesson's (Whatever people might come up with)
Some high rated players might not want to bother with a bunch of pm's from lower rated players asking for help etc. Therefore you'd be able to block PM's from certain league's leaving you to only be in contact with people from your own league.
