I guess for arms that alone would actually solve the issue between Op or Slam pushing the other out of the rotation.
But those fury changes would also be QoL fixes (Well the RB charges are) because its wasted resource when you have to have 2 charges of RB saved for cs then the cs crits and you waste a RB. So upping it to 3 charge limit and allowing cs the double crit chance would just make fury smoother.
you know it would almost makes more sense if overpower did bypass armor, then overpower recieved the 10 or 20% more damage during c-smash.
then take away the c smash buff from slam but increase damage, so slam would benefit during CS but overpower would still be usable for nice damage if we had low rage.
