Sweeping Strikes double dipping on resil

Before Cataclysm Sweeping Strikes used to ignore resilience doing 50% of your damage so it would do pretty decent damage and was worth using but sometime during season 9 or 10 they made it so resilience would also lower Sweeping Strikes damage causing it to be like 10 or 20% of your damage depending on resilience I guess? so yeah that's why it's garbage and not worth using. +rep if helped!
During Cataclysm, and even before that, SS would do 100% of your damaging attack to someone else. And it was always lowered by resilience in the fact that your main attack was reduced by resilience. However, as I recall, it never double dipped during Cataclysm. The only thing that did lower SS damage was different armor values on targets, if I recall correctly.
I can't imagine that this is intended. And if it didn't double dip, it would have it's place in arenas. Maybe not super useful but it would have use. And I for one would like it to be a button I could press.
