Aspect Ratio problems

I have a 1920x1080 screen, and ATI Radeon hd 5500 card.
I can set the resolution to max, or to any other resolution, including ones which arnt suppoed so fit my screen like 1600x1000 etc, but the scale isnt correct in the x:y.
For example, if i have a circle inside a square on my screen which is provided correctly, on my screen its distorted and if i measure it on my screen with a ruler irl its things like 6cm down and only 5cm across like a rectangle and the cirlce is an upright oval. i can use the computer completely like normal for anything else, but its complete shit when im trying to do graphics work and need to use symmetry or accurate scaling because things just arnt the right shape. i have done a shit load of searching and tested everything i could find on catalyst control centre but i cant sort this shit.
anyone have any ideas?

Guessing but are you using your TV as your monitor?
