Is the reason top frost mages are choosing haste because you can get to the point where you can fit 4 lances in a deep? and if so how much haste does that require? Or is it just for faster casts? also, should people gem/enchant towards haste or choose resilience/power?

No, although that's somewhere around 30% haste (Icy veins + priest haste buff, all I know).
Mages stack haste for nether tempest spec.  More haste, more chances for FFB procs throughout NT duration.
Gem full resil.  Whether you match socket bonuses is up to you, but mages are very often the train target for most comps and have very little passive defense.

FROST mages, stack haste because of nether tempest if you play with that talent, for more ticks of nether tempest, so basically when you have nether tempest going on 3+ people in an arena match you will be able to benefit from brainfreeze alot more than you would with mastery although with mastery your FFB's will hit harder.
