Yes, I understand the thought of sapping someone out of fear is beyond your skill level so you're confused as to what's happening, maybe one day you'll get better and understand .

I saw you had 130 energy - that means you are on the PTR. On the PTR, no cc goes off if you don't have a debuff on the target.
