They have been saying forever that it isn't worth their time since no one played them, now they actually want to bring them back. Its a step in the right direction.

Lets be honest, they bring back skirms and their arena participation goes further down, due to all the casuals just doing scrims.
Its a really fun thing to do, but it will make their 2v2 inactive for the lower brackets, and make ques longer than they already are for the higher teams.

If they merge battlegroups there will not be any problem

I thnik the opposite.. In wotlk I found all my arena partners via skirms. If your arena partners are not on you can just que forever into skirmishes. Eventually you get paired up with someone on your server, win every skirm and you ask them if they want to form a team

EVERY team I formed was with my skirmish buddies who queued non-stop. Players who genuinly like arena and not pvE hero glad title seekers

Yep but the one thing is, if people want to queue skirmish instead of rated, let them. You can't force people to play arena simply because you want more queues. If people dislike rated arena and rather play skirmish there is a problem with rated arenas. It's a better idea to fix rated arenas instead of removing skirmish simply to force people to improve queues. They've done that in the past and look, queues are crap because people don't bother. You could also see it from a different point of view. If some PvE hero queued skirmish and found it fun he might actually go for rated after but a PvE hero is never going to spend time finding a team and gearing just to try rated arena so it can actually boost arena participation.

People can also stream 1v2 skirmishes, instead of tanking their rating to like 1300 and 1v2 people in questing gear XdDd
