Besides, its just a good thing that everyone has access to the best gear in pvp, I mean we wouldnt want the game to be more balanced now do we?

Im fine with gear being the same, I enjoyed gw2's idea of giving everyone all the same gear, pvp always should revolve around skill rather than gear, its just the ques that i'm worried about.

i can see this just i'm not sure if people will just want to que to cap every week until they get their 27000 pts then fuck around and do whatever. again i'm just skeptical about what everyone else's opinion is on this and how it will affect the ladders.
The people who do this will do this regardless of whether they have 2200 or not. I'm assuming people who pvp are playing because they enjoy it. The people who play more than their cap each week won't just stop because of these changes. What is unenjoyable is not being able to play because you are so far behind in gear you can't possibly compete. This is the problem many people have at the moment. If anything these changes will make the ladder more active, with people who actually enjoy pvp, having the gear to compete, as well as allowing you to play on alts more competitively.

Overall, we expect that these changes will create a more active and competitive PvP environment, narrow the gear gap between the highest rated players and those still working their way up the ladder, and open the door for more experimentation in terms of class or spec.

Once you hit 27000 CQ you'll have 2 sets of gear exactly the same iLevel, but you'll only be able to start getting "Elite Tyrannical" gear for one of those specs, so you'll still only be able to be properly competitive in one of your specs.
It's a band-aid for the underlying problem.
Everything seems an improvement though, apart from:
which I still don't understand. Does it reward people spam-queueing? Does it penalize people who team jump to play with friends?

Why would they even mention Elite Tyrannical if it had no stat difference? Why not just Tyrannical? It seems as though elite is more than aesthetic season 13.
