Does lowering graphics settings do anything?  A GTX 460 is enough to play Arkham like ~45 fps average.  Good test to figure out whether it's your CPU or GPU causing you issues (though I'd bet a fair bit on GPU without even testing):

1) Play game with lower resolution / graphics settings.  If you get substantially higher FPS it's probably GPU related (not a guaranteed thing).

2) Lower your CPU to like 75% or 50% speed or something (can lower the CPU speed in advanced settings in power options).  If FPS doesn't really change, then your CPU is definitely not causing you issues.

From just looking at benchmarks though, the i7 is like twice as powerful of a CPU as you actually need to run Arkham, while the 460 kinda barely cuts it.

So test first, then probably upgrade GPU.  Has the added benefit of being a single part you can upgrade, unlike CPU, because LGA 1366 is a pretty dead socket.

Thanks Pharaun!
Would a Sapphire Radeon HD 7870 OC be enough do you think and how good is it in general?

Yea, a 7870 can swing like 50 fps on 1080p in BF3/CoD/etc at max settings.  Should be fine.  You'll get like 10+ fps more than a 560, which is already a bit better than a 460.
