Cascade is an instant 40k heal on you and your partners... Divine star is a 10k heal/damage for all players in front of you. How is Divine star better?

10k lol ? divine star can crit 50k with 3x grace up and has much lower cd + manacost.
edit. remember that it ticks 2 times, so 100k heals with luck.

Yeah, with grace stacks I got Divine Star 28k heal both ways on average, grant it my priest is undergeared still. And Cascade I got to heal for 50k on average.
And at practically half the mana cost/cd I'll agree it could be better. I just don't like the fact it could break cc's and is directional.

Devine Star is what I use as well. It heals pretty well, usually 75k -100k with Grace stacks and proper aiming.
