so my windwalkers character screen is saying that my movement speed is 119%, with or without a boot speed increasing boot enchant (it doesnt change with or without it equipped) fierce tiger stance says it only increases it by 10% though.. is this a bug or is it actually 119% and speed increasing boot enchants have no effect? so, should i get straight agility on them?

Don't think there is a straight agility enchant hence rogues using blurred speed when they already get passive movement speed increase from fleet footed.

stance of the fierce tiger stacks with other effects, ie boot enchant.. but the boot enchant is 8% i believe so i dont know where the 1% is coming from

100%+10% talent = 110%. You get 8% more movement speed with boots. 110*0.08 = 8.8 + 110 = 118.8 ~ 119%.

Yep! Altough I'd like to point out that there is no addition in the way movement effects stack. It is simply 100*1.08*1.10 = 118.8 ~ 119%.
