Processor and upload is what affects your Streaming (mostly, dont have too little RAM and too shitty GPU but that goes for anything)

Recommended System Requirements for Broadcasting- Quad Core CPU
- 4GB RAM
- 1500Kbps upload bandwidth

Optimal (for HD Multi-Bitrate Streaming)
- Quad Core i7-2600 series CPU or better
- 8GB RAM
- 5Mbps or better upload bandwidth
- Dedicated video card, 512MB VRAM

tl;dr:
- Quad core CPU recommended (if you planning on getting one now, go for i5-3570K (~220€, get a cheap ~25€ heatsink and clock it to ~4GHz) This one will last for years to come, dont go for i7 unless you do rendering or shit like that, not worth it for gaming.
Upload is realy important:
- ~2 is enough but 720p will probably quadruple your latency
- when i did 480p with ~1-1,5 upload with a good PC setup (i5-3570K, GeForce 670, 8GB RAM, win7ult64) My latency went from ~40-~80 and it could feel "unsmooth" at times eventhough FPS was maxed out.
- ~5 is recommended, with a i5 or i7 sandy or ivy bridge this should give you 720p streaming without any issues what so ever. My bro streams arena with an unclocked i5-2500K and ~10 upload at 720p-1080p with zero change in gameplay.
