Is the stun applied to all people when charge is used? Or no?

Don't know exactly what will happen, since I can't test, but definetely not working as in getting a 3 seconds stun on everyone... remembered a topic I read saying it wasn't working and found it. here's the link: http://www.arenajunk...blitzdont-work/
