As far as I can tell PvP power does absolutely nothing for monks / healers.  I tested it out using a trinket that only gave PvP power, on players (in combat) in a random battle ground.

1)  Removing a 1223 PvP power trinket produced zero healing difference on my hot.
2)  Removing my PvP staff (960 INT, 5500 SP, 4770 PvP Power) for a 1hander (1024 INT, 7007 SP) produced a healing GAIN.  

Is this a bug with all healers? Is this a bug with monk healers some how being classified as "hybrid" and not benefiting from pvp power in healing?

try it in a BG compared to a dungeon without the on use pvp power thing. i noticed pvp power works in arenas/bgs but i havent tested in 5.1

It may have worked prior to 5.1 but it does not currently.  I was testing this in BG's and other related PvP where the 30% healing debuff is noticed.  If you're not in combat you don't receive the 30% healing debuff (but you don't benefit from PvP power either, atleast monks don't irregardless).

I think this bug was implemented when they removed PvP power healing benefiting hybrids, which was introduced in 5.1.

1. Staff, Trinket, 16643 SP, 19.94% PvP Power, 4859 Hot Base - 3401 heal in PvP (30% reduction).  Should be healing for 4079.

2. Staff, No Trinket, 16643 SP, 17.63% PvP Power, 4859 Hot Base - 3401 heal in PvP (30% reduction).  Should be healing for 4001.

I just tested it with multiple monk abilities,

effected by pvp power spinning crane, smoothing mist, healing orb(non passive)

Uneffected by pvp power renewing,  chi torpedo

There actually might be a few more, quite surprising i wonder if any other heals are being effected by this.

Interesting, though renewing is a good portion of our healing so it still hurts that it doesn't benefit.  Testing Chi Wave, Surge, and Renewing is ideal.

seems to have gotten fixed on US this morning my heals are doing ~20% more (my pvp power amount) 5.5k to 6.6k on renewing etc

Yeah it was fixed, you can see pvp power increase the base heal on tooltip before even the 30% healing reduction in applied.

so wait this entire time pvp power hasnt been working since healing nerf? for heals or just monk heals....

Monk healers, suspected since 5.1 when the change came in that hybrids wouldn't benefit from pvp power for heals.  Monks some how got thrown into that bunch.
