NS itself doesn't trigger a GCD, but there is a slight delay if you try to use a NS+HT macro while moving (whereas there is none if you're standing still).

That is really bugged then, when checking it last week i got a full GCD, not just a short delay, and i do not even use a macro

This. When you're stood still you can literally get away with pressing the macro just once and it'll cast NS then cast HT instantly. If you're running, you have to press the macro twice (or just mash it), but there is definitely no GCD involved.
