There were threads about this - it only worked right if the character was online at the time of reset. (Last time it was just completely random, so they're making progress here)

I've had a ticket "escalated" for nearly ~2 days. Sadly I think they're just going to chalk it up as an everyone is screwed type deal. Bogus.
