Just seemed to notice this happens A LOT on people who are feared especially druids in cat form, you pet nova them it lands you get no FOF proc or nova..

People are talking about different things.
The way targeted AOE spells work has changed so the higher your latency is the harder it is to hit them due to the fact that you now have to hit where they are on the server, not your screen.
People running around with deep freeze, frost nova etc is just them lagging their asses off.
You probably notice it more with fear because of the random movement.
