I would guess Mastery, critical blocks combined with shield block (if you position yourself properly) would be the best dmg mitigation.
I havent been flag carrying at all this seasson, but I dont see how dodge/parry could be better than mastery.

Bearmode FC reporting in!
Mastery all the way, Keep in mind being hitcapped is something atleast I feel is a must.
Those peeling shockwaves is way to important to let one miss when you got a few stacks, As melee burst is out of control atm and you meet quite a few melee cleave groups.

u cant miss shockwave due to hit rating
