run...
"regedit"
It will pull up your registry, navigate to HKEY_LOCAL_MACHINE, drop down until you find software, drop down again until you see "policies" and drop down again until you see skype.
Now modify the values and you should be set.

I posted this guide here to make it easier for them. The idea of going in and editing the registry manually like that often times scares people that are computer illiterate.
