What changes would you make to this pc?

That website has horrible layout. Also those parts look a bit more expensive compared to, say, http://kakaku.com/pc/ or even taobao.com (pretty sure you can get shit to japan via y!jp off of taobao now).
Other than that, random thoughts:
1) i5 over i7, unless you're 100% sure you're going to be streaming a lot, or otherwise need more massively parallel stuff (if you're gaming, you don't)
2) Consider z77 & a -k processor (e.g. i5-3570k) for overclocking.
3) The RAM on that site seems really expensive, you should be able to get 8G for 3k, even in Japan.
4) same with mobo - z77 for like 8k sounds about right

Oh im not comParing prices yet, i live close to tokyo so im just trying to decide the build. Im only gonna play wow and fraps it, basically playing arenas and frapsing it to watch my mistakes. Other than that just casual raiding and youtube. Im problably not buying an i7, gonna save the $ for an ssd and a better keyboard, steelseries or logitech.

k. parts look decent, though I would suggest -k and z77 like I mentioned before. Stick with that delta PSU, or a seasonic- or delta-made PSU (can be sold by xfx, delta, seasonic, antec, and I think some cooler masters).
Also you're in close proximity to decent-but-cheap taiwanese & chinese keyboards. You can probably find something better than a steelseries or logitech. $5 or full on mechanical, no in between imo.

Yeah, there are some of those on the stores here, i just cant find a good one with backlight and additional keys for macros, tho i bought that g600 mouse from logitech,

What about the vga? Wich is the minimum nescessary to run wow at max with 60 fps?

Wow has very low graphics requirements. Something like a 6850 or 6770 will be easily sufficient.

Im still deciding but im almost there, this is the build:
