rogue shadowstep macro

I need help with a macro that will do:
cast shadowstep on my mouseover target and will cast shadowstep on my targeted target if I have one, even though I have another mouseover target.

I doesn't work. I shadowstep to my mouseover-target when I have a targeted-target.
Any other suggestions?

I think you are using the wrong expression.

You want it to simply, shadowstep your target, if no target then mouseover?

If so:

#showtooltip
/use [harm][@mouseover] Shadow Step
