This definitely varies based on class/spec.

And I have no idea at level 85 for any class or spec.

It varies depending on class / spec / your current stats.

Take Rets for example, it seems better to use strength til around ~15500 AP at level 85. After that, PvP Power starts becoming better.

pvp power increases your healing too - it may be superior for them

for dps casters: the easiest way i found to quantify pvp power's effectiveness is to compare it to haste. 1% haste is a 1% dps increase, the same as 1% pvp power. it takes 128 haste rating to make a 1% dps increase, whereas it takes 79 pvp power. pvp power is therefore about 62% better than haste, for all classes. so find out your haste scale factor, multiply it by 1.62, and see if it's better than your intellect scale factor. if it is, pvp power is better than intellect.

according to my math, pvp power is about 20% better than intellect for shadow priests (please correct me if that's wrong) - i think it'd be the same for most other casters.

Gems have double the amount of PvP Power than primary stats in MoP. I recently talked to Pathal, theorycrafting hero on the Elitist Jerks board, and he gave me early numbers for Assasination rogues. According to these 1:1 agility is slightly better (about 10%), but due to the fact that you gain double the amount of PvP Power it comes clearly ahead when gemming, it's about 80% more damage to gem PvP Power than agility as assasination rogue (excluding socket bonuses). Once the simulations are done we will have values for all rogue specs.

Note: These simulations are based on longer fights with constant uptime on the target. This means the stats may have a different values in PvP scenarios.
