The more int you have the better is PvP-Power.
Simple example:
you have 0 int, you do 0 damage, 50% pvp power won't change that at all.
you have some int, you do 100 damage, 50% pvp power = 150
you have a lot of int, you do 500 damage, 50% pvp power = 750.

Only question is, at what point das PvP power bypass int in DPS value?

The mistake you did there is that you wouldn't do 0 damage with 0 int, since spells always have their base damage.

PvP power gets better per point than intel at around 15k spell power.
IE: Gem PvP power and match nice blue bonuses with purples.
