Reverberation (Tier 2 Elemental tree talent) now reduces the cooldown of Wind Shear by 10/20 seconds, up from 0.5/1 second.
Ancestral Healing now also causes the shaman's heals to increase the target's maximum health by 5/10% of the amount healed, up to a maximum of 10% of the target's maximum health, for 15 seconds. This effect does not stack if multiple Restoration shaman are present, and does not apply to heals from procs.
Riptide's periodic healing coefficient has been increased by 50%. The initial direct heal is unchanged.

Are these changes starting to look like buffs to you yet? For those of us who shock on CD because we are used to watching casts in gladius and using @arena1...3 macros, these changes will make sure none on the enemy team cast AT ALL. lol. I care less about the ghost wolf and extra 7% movement speed. How often do you hear people complaining about Ghost Wolf? It's the shears that everyone hates. As an example, with Tongues or Necrotic Strike plus 1.5 sec pushback, Cyclone cast is 3.7 sec cast. Add 1 second of faking to that.
And the best thing is that since nowadays you queue into the same 1-2 teams over and over, you can always spec into ghost wolf if you know it's going to be a melee cleave.
So you trade
- Instant Ghost Wolf
- 7% extra movement speed
- 212 spell healing
- Extra 10% buff for the next heal after casting Unleash life (30% instead of 20%)
- +30% extra totem range
- +5% to Earth Shield and Water Shield
- 1 extra talent point in Ancestral Awakening
- 5 sec shears (instead of 25 sec)
- 410 Spirit while hit capped
- 3% crit (~535 crit, based on ElitistJerks stat weights, equals 380 spell power)
- -10% mana cost of shocks (nice for frost shock, very minor mana buff)
3% crit has the value of 2/2 Elemental Weapons plus 1/3 Ancestral Awakening. Also 3% crit and 10% mana cost off shocks together more than make up for the loss of the 5% water shield buff.
410 spirit you get while being hit capped is probably at least 3 times as valuable as the +5% to Earth Shield.
So at the end you are left to choose between the Ghost wolf/+7% movement speed and 5 sec shears.
With the latest Riptide buff and Unstable Affliction damage-on-dispel nerf, the only hard cast you can expect from a Shaman playing vs a spell cleave is Hex. These healing buffs will also put Resto Shaman even higher above other healing classes in games against most other comps.
No need to say that these changes are retarded and I hope Blizzard will pull their heads out of their asses and make the -20 sec off Wind Shear available for Ele and Enhance only.
TL;DR Wind Shear now has a 5 sec CD down from 6 sec. Healing and Mana buffed.
