Expertise, Dodge and Parry in PvP

It is my understanding that in PvP, dodge and parry are reduced by expertise at the same rate as in PvE: that is to say, 0.25% chance per 1 point of expertise.

Ergo, when people talk about an expertise "cap" in PvP, they are talking about a softcap to negate any default dodge/parry for those classes that have them, but not for those classes who have much more of either - usually 5%.

For example, a feral druid or rogue who sits at 25% or so dodge in PvP is almost never going to have someone be "expertise capped" against them, because to negate 25% dodge would take 100 expertise.

Is this correct?

Fully correct, thus expertise becomes, theory wise, a good secondary dps stat against high parry or dodge classes.
