RNG at it's finest. Maybe I'm missing something, but why don't I see people complaining about this more? It's got to be the most frustrating part of arena. If it were to happen, abilities like evasion would simply be changed. For example:
Make it 100% chance to dodge, but last way shorter
And classes that rely on a huge chance to dodge could be compensated with more armor or something. Idk it's really late, just a thought
Commence arguing.

Even something like crit is a terrible (but fun) mechanic. There's just way too big of a difference between critting all abilities during a CD, and just normal hits.

In short, yes it needs to be changed if arena should ever reach a truly competitive state.

But it'll never happen, arena is just not meant to be taken as serious as most people on AJ are about it.

It's better if all the casters can't be parried/dodge/blocked <--- shaman/pala

Imo yeah, if you have the ability off cool down, or prepared for that time, it shouldn't have a chance to not work :s

They could at least start by just making pivotal abilities like throwdown, kidney shot, etc. unable to be dodged, blocked, or parried (wouldn't have to add it to the tooltip, just ninja it).  It's insane how much of a difference a parried/dodged ability like that makes.  It can EASILY make the difference between a win and a loss.

Can't really remove dodge from arena because of the 2 classes that really rely on it outside of their cool downs to not just fall over. I personally think if you have a certain amount of hit and expertise (caps), then it should completely push miss/parry off the board, but keep dodges in imo. I think hit is already like that, can't remember the last time I actually had a miss,

Rogues would need 3x as much armour as plate wearers to compensate for not having passive dodge, which would just make the game even more broken

Here is the logic on RNG in arenas:

You can't take random events out of the arenas completely.  If you did this, you would be creating a much more scripted environment.  Without any kind of RNG, you could literally work out on paper (or with a chess engine of sorts) the optimal sequence of moves (solving the game, in game theoretic terms).  That means people would quickly come up with far more static strategies and the 'skill' required to react and adjust to a miss or crit in real-time would be hugely reduced.

I certainly don't want static chance pvp. WoW is already too easy of a game and far too scripted compared to the next-generation of games coming out of korea.  Some small RNG%chance breathes fresh air into a fight - you have to react and adapt and its much harder to simulate the possibility space of a stochastic game (game with random elements/effects).  

Be thankful Blizzard doesn't implement "rubber banding" which some other games do (basically handicap allocated to the losing side to keep games close and keep the shitbads from quitting the game when getting rolled by pros).  Personally I've never believed in gearing for crit because I would rather the steady, consistent APM payoffs of haste over the RNG provided by a random huge crit.  Winning games because of some miraculous dice roll of crits or misses is pretty lame, though.  There needs to be a limit on the amount of random noise.
