Another great tool is gamebooster: http://www.iobit.com/gamebooster.html
It turns off unnecessary background programs and windows service while you game without permanently turning them off and it cleans up your memory. The tool comes with a separate gaming mode which you can just turn off if you need all the windows services etc. again after gaming. This one increased my fps by almost 10 in a lot of situations.

My normal ping to Mal'Ganis (Boston datacenter) is ~75ms from Chicago, if I play on one of the servers that got moved to the Chicago datacenter my ping is ~25ms or less when connected because I have to take less hops to get to it.

For the many people that have been having issues getting this to work it is because you have UAC enabled, this is easily disabled by doing the following.
Windows 7

DNS
There are two different ways to approach this. You can change your dns server through windows or through your router. Changing it through your router applies it to all computers connected to the network and overrides the windows settings.
Method 1 - Through Windows

Method 2 - Through Router
Sadly everyone owns their own router and to access them takes different ways. The basic way is to open your browser and type in the following static ip of your router. "router ip varies"

It will then ask you for admin and password type admin for admin and password for password. If you snoop around in your router settings you will eventually find primary and secondary dns entries. "I only recommend this if you know how to do it otherwise do it through windows."
On a side note here are a few good dns' to try.
If you live outside of the united states I would highly recommend Google DNS.

For some people changing these dns' will help but in some cases your ISP's provided DNS may actually be better or give you lower latency. There is a lot more about DNS if you wish to read about it but try to test these and see which one will give you the best results. You have to restart in order for these changes to apply by the way.

Frames Per Second
There are many factors that apply to how your system may obtain FPS lag. But the main reason is due to out of date video drivers. Some unsavy computer users may not know how to do this. If you do you do not have to read any further.
Updating Graphic Drivers - To find what graphics card you have you may easily do this by install ccleaner and looking at the top pane. If you do not have this program I would suggest it to anyone in a heartbeat.

to top it off, what it does is simple. It lets you use abilities when you press them rather than release them. Incredibly handy for abilities off the global cd or any initial move you do. Might save you that 0.1 or 0.2 seconds to get those fake casts ;)
