This build gives up Tactical Mastery for Flurry.

Arms (33)

Talent Description
Improved Heroic Strike0/3Increases your damage output by quite a bit, at the cost of 3% Parry from Deflection. Personal Preference here, if you're a Heroic Strike monkey, go for Improved Heroic Strike. If you like 5% Parry, max out Deflection.
Deflection5/5Typically preferred over Improved Heroic Strike for the extra Parry.
Improved Rend0/3Improved Rend is a pure Trash Talent post TBC, there is just no reason to put points here. If you have Improved Rend, you are in desperate need of a respec.
Improved Charge0/2Improved Charge is another of the Warrior's Trash Talents. Extra 6 rage per fight for 2 talent points just doesn't cut it. If you have this, respec now.
Iron Will5/5Some Warriors will swear by the stun resist, while others say that the additional slow effect to attacks is good against melee. Again it's personal preference, If your 5v5 team handles melee by controlling them (sheep, etc) then you will do better with Iron Will.
Improved Thunder Clap0/3Personal prefrence to drop points in Iron Will to get the increased slow effect. If you are a player who focuses on 2v2 and just hate those pesky Rogues/Warriors cutting up you or your partner, Imp TC is for you.
Improved Overpower2/2Must have talent. There is no reason why you shouldn't pick this talent up.
Anger Management1/1Extremely useful talent that only costs 1 talent point. Some people will skip this to either get another point in 2-hand specialization (1% extra damage) or to max out Improved Hamstring (5% more chance for hamstring to root enemy for 4 seconds).
Deep Wounds3/3Deep Wounds gives your critical hits an added DOT effect that does crap damage and breaks CC, but we need this maxed out to get Impale, so max it out. Passive rage boost is just too good to give up, but if you truly insist on skipping this, go ahead.
Two-Handed Weapon Specialization2/5Not exactly a huge boost, but we need at least 2points here to go deeper down the Arms tree, so put at least 2 points here.
Impale2/2Impale increases your Yellow Crit damage by 20%. 2 talent points for 20% extra yellow crit damage. Need I say more? Get this.
Poleaxe Specialization0/5Weapon Specialization talents should be maxed out according to which weapon you use. Must-Have.
Death Wish1/1This talent is a Must-Have.
Mace Specialization5/5Weapon Specialization talents should be maxed out according to which weapon you use. Must-Have.
Sword Specialization0/5Weapon Specialization talents should be maxed out according to which weapon you use. Must-Have.
Improved Intercept2/2Get this. Must-Have.
Improved Hamstring2/3Extremely handy talent, and can save your teamates ass if your lucky. I advise 2 points here if your going to put any. The reason for not maxing it out, is that there just aren't enough talent points to go around.
Improved Disciplines0/3Trash Talent.
Blood Frenzy0/2Pretty nice talent, especially when teamed up with other melee classes. I do see many people dropping this for talents in the Fury tree though (as done in this build). I think players with multiple physical damage dealers should get this. 4% is pretty huge for 2 points.
Mortal Strike1/1Must-Have. Get this or stay out of arenas. End of story.
Second Wind2/2I see as a Must-Have talent as well, granting you 20 rage and 20% health everytime you are immobolized. I just don't see where else I would put these 2 talent points.

Fury (28)

Talent Description
Booming Voice0/5Some people pick up this one instead of Unbridled Wrath. personal preference. If your too lazy to re-shout or you like to Demo Shout rogues out of stealth, go for it.
Cruelty5/5Must-Have for EVERY build. 5% more crit.
Improved Demoralizing Shout0/5Improved Demoralizing Shout isn't that great, increasing the AP reductiong of Demo Shout by 40% for 5 talent points. More of a PVE talent than an Arena one.
Unbridled Wrath5/5It's either this or Booming Voice. Go with the one you like better.
Improved Cleave0/3Too situational to be useful and effective. Skip this.
Piercing Howl1/1Must-Have.
Blood Craze3/3Used to be buggy back before 2.2, not proccing when it should, canceling out enrage etc, but now in 2.3 I haven't seen it bug out on me anymore. It might not look like a great talent, but when you look the other tier 3 talents, I think this one beats out Commanding Presence by a long shot.
Commanding Presence1/5I only put 1 point in here because theres no other place to put it.
Dual Wield Specialization0/5For Fury Warriors. Trash talent for MS Warriors.
Improved Execute2/2If you are going for the Tactical Mastery build, Blood Frenzy is much better than this. If you like the Flurry build, then you can pick this if you don't like Improved Slam.
Enrage5/5Must Have.
Improved Slam0/2Can be a big addition to your damage output IF USED CORRECTLY. If not used correctly, it decreases your damage. In other word, learn to use it well, or skip this talent completely.
Sweeping Strikes1/1Another huge damage burst talent, and its much easier to use than Slam. Great for killing of pets or enemies that stand too close together. just pop it, Cleave/Whirlwind away and watch those numbers fly.
Weapon Mastery2/2With the old "immune to disarm" effects gone, this talent is simply too good to pass up, unless you plan on using a weapon chain.
Flurry3/5Awesome talent. Unfortunately, it's so far down the fury tree that Arms Warriors can't get full rank of this without dropping other key talents. Arms warriors must drop Tactical Mastery just to get 3points here. If you stay in Zerker stance alot, picking this instead of TM is the way to go.

Talent Description
Tactical Mastery0/3Retain an extra 15 rage when you change stances (you reatain 10 no matter what, so with this talent you retain 25). Good for on demand disarms, or quick Spell Reflects, but picking this talent means you lose out on Flurry.
