Both depending on situations, Arterians post is allright but really you can never know for sure who it's most beneficial(?) for until you are in the game and you see an opening of some sort.

most likely depends who is on who.
lets say you are facing dk/pal, and the dk is training your mage, giving your mage pi will prolly b less effective than giving it to yourself considering your mage will most likely to b able to chain cast.
Other than that, it sdnt make a huge difference
