Nope - it was a change that was suggested by Lhivera for PvE purposes. The concern was that Fingers of Frost was being consumed before players could use it for a PvE Deep Freeze, because of travel time.

This won't have much of an effect on PvP at all, merely makes PvE players more capable of managing procs.

Does this fix the bug of when you use the last charge of FoF to do Frostbolt, and you get a Frostbite Proc from that, but because you just had FoF, you don't get the FoF proc?

I'm confused, currently on live (and as far back as I can remember in this expansion) FoF procs upon completing a cast, not when the spell impacts on the target in the case of Frostbolt. Are you telling me it's not working this way on your realms since you all seem to debate this change? Brain Freeze (instant Fireball) however will proc on impact rather then cast completion so I'm thinking it's a typo.

Turns out it's related to Fingers of Frost when not specced for Frostbite. FoF procs are delayed until impact if it procs unrelated to frostbite (will only happen when having a lower chance of proccing Frostbite then FoF because of fewer talentpoints spent in Frostbite).
