
We had many seasons destroyed by too strong PvE gear. This time at least the legendaries will not be an issue as Blizzard made an awesome decision and set the legendary cloaks (obtainable in patch 5.4) to not proc against players.
In addition PvE gear will be scaled down to ilvl512 compared to the ilvl522 of conquest PvP gear. It's up for the debate if the very strong PvE trinket procs will outwheigh the new PvP trinket setbonus or not but there is reason for hope that the next and probably final season of MoP will not be based around PvE gear like S4, S8 and S11.

I think he talks about the previous version of the legendary cloaks wich are already available in game.
Anyways the actual version will just grant 140 of your primary stat since they all have 602 of the primary on them when they get scaled down to 496 item level and not 682 like the pvp cloaks.

Gem slots are counted in to the item budget, so they've got less intellect / stamina etc on them then the PvP once and they're lacking PvP power too

yes but it's not 1:1, a socketed item will ALWAYS be better than a non socketed piece, assuming same ilvl from a main stat perspective, and thats not counting in a possible socket bonus

However stopping the procs is a good precedent to set - shows that bliz are willing to make that barrier between PVE and PVP and how the power levels vary and how the rewards are/need to be different.
I've always liked the option of PVE in PVP - but more just in terms of customisation not just a freeroll on power level.

I have 21.81% crit baseline, the trinket procs with EVERY hit and gives me around 1.96% crit, I go up to 60.98% crit in 20hits, and it procs of both white hits and special attacks...

what are the ratio's for gear downscaling to 496 exactly? for example, reduction of 1 ilvl = reduction of ??? percentage of stats

they now have a downscale of stat provided with an upscale of duration.
i know the duration is + 100% (so doubled duration) but does anyone know the percentage of stat reduction? i dont think its halved.

The bit thats tricky is trinkets though. their duration adjustment is pretty obvious as you can see its duration in the buff UI, but the contribution of procs and on-uses is hard to determine as the tooltip doesnt reflect the correct figure, it still shows the PVE amount.
short of running around with my character stats window open in the middle of a BG i havent been able to figure out which trinkets work best with math
