I think I seen some option in the city that required you to be level 30. But that might be for changing the appearance of your gear, I didn't really understand what it meant when I read what the NPC was saying.

TBH, I could easily see this feature being incorporated into the game, since customization in this game is really emphasized upon.

You can also dye items and theres an npc you can start using at level 30 to change the way your armor looks
