Seems like a lot of people believe it is. I hope blizz actually clarifies this.

The resilience damage reduction tooltip on the PTR now stops going up at 493 resilience. or 25% damage reduction.

I also tested it on the PTR cause I was bored. At 493 and 519 resilience, I get 519 immolate crits(exactly what it should be with 651 spell damage and no crit bonus talents). At 492, it does 519-520, which is what the damage range should be for 24.96% reduction.

However, this does not mean resilience is useless past 493. You still get the crit chance reduction.
