There's a page teaching you how to massively increase FPS in warhammer, especially in bigger RvR fights, but it's helped me tons in scenarios as well.

The points I used so far are:
buff refresher add on, DOWNLOAD THIS:

Buff Throttle is an add-on that will throttle the buffs (dun dun), so that they will refresh only every 0,5 seconds (default, you can set it up higher). That alone beats any performance issues I have had before.
2. ***OPTIONAL***
If you have problems specifically for RvR, try "/script TextLogSetEnabled("Combat", false)".
This turns off the combat text log which I don't really need and I'm sure it's gonna help in really massive keep fights (haven't had those since yesterday).
Try those out if you have fps problems.

Does it actually make it any harder/easier to view the pretty bad debuff/buff display? That was the only thing holding me back from gettin that mod.

It doesn't change the look, it does change how buff changes are calculated.
For your own (de)buff display there already is a good addon, for opponents I'm sure someone will code sth soon.

is the combat log thing a one time deal or do you have to do it every time you log in?

You could write it into the config, I didnt take the time to find the appropiate file though.
The link says a lot about writing variables into some files, so I'm sure you could do it.
I just bound a macro to it because I'm lazy. And yes this way you have to do it everytime you log in.

I did it. I don't really notice much of a difference. Even went further and looked at the thread for the XML file tweaking. Still not a lot of difference except one of the settings made the game look like crap.
I'm not running FRAPS though so I wouldn't be able to tell you if it's somethin like 2 fps diff.

What're you running?
I'm wondering if it's a performance issue specific to nVidia since the WarAlliance forums has how-tos for nVidia but nada on ATi.

I'm running 2,2 dual core 4 GB ram and needless to say nVidia, I think they were having troubles.
But it's all good now, it went from low-settings with 2 fps in scenarios to fluid with full settings, so I won't complain.
I tried changing nVidia settings before but it didn't help much, buff throttle alone sealed the deal.

I'm curious. Suppose you decided to hide all your frames except self and target. Would you still get FPS issues without buff throttle?
Since i'm not noticing a huge issue, I can't really test it myself, but i'm trying to figure out if the buff refresh issue is inherent in the buff display system or if it's the sheer number of buffs needing to be refreshed constantly (ie party/warband) or if it has something to do with just a specific set of buffs (ie if it's just party buffs or just target/defensive target buffs).
Feel free to say gtfo because i'm fairly certain that would be really annoying for you to test for me since I think it would be pretty terrible playing without any unitframes at all just off someone else's experimentation.

Problem is, I can't turn off the group buff frames, but that might be because of single unit frames. I'll test it.
It's not really an issue, it's only one scenario

I use CleanUnitFrames with group buffs/debuffs turned off and it helped my FPS a lot.
Although I still use BuffThrottle to slow the refresh down on my/defensive target etc.

Why does clean unitframes, by default, place the public quest button like right on top of the target frame?
I should do that, turning off grp buffs/debuffs, since I can't do anything about them anyway to see if it makes a difference. < note to self

It seems like a ton of the stuttering is caused by awful UI optimization. Buff throttle and /reloadui (this is self explanatory) help, but I found the biggest performance increase came from running a script that stops the party unit frames from updating (warning I don't know how to revert this, but it helps a ton. You can use scenario party frames or war band frames to heal if you're a healer)

Also, if you use a nvidia video card then you should download 178.13 drivers and then uninstall your old drivers followed by installing the new ones followed by adding a war.exe profile to your nvidia control panel. This seems to cause a pretty large overall fps increase for many people (it doesn't fix stuttering though).
Furthermore, since a lot of stuttering is caused by the UI, it would only make sense to NOT use add ons if you are suffering from stuttering. For example, clean unit frames actually makes the problem worse because it is a second set of party unitframes (and the above fix doesn't affect clean unitframes).

But my game runs faster with Clean UF.
Also, the 177.92s are better than the 178.13s.

Clean Unit Frames won't cause any performance issues if you don't set a spell for range checking. You can also disable icons and group buffs.

Joining a full warband for castle fights today, I certainly noticed a massive FPS drop with warbands and squared addon activated.
When I left the group it was all fine.
I can't remove the warband group thing can I ?

You can right click on your frame and go to warband options and uncheck each warband party so that it wont display.

If you experience the problem that I mentioned, then the fix I posted doesn't work (I tried it with clean uf). And since clean uf adds an extra set of unit frames it only makes sense that it would hurt performance if the unit frames are what is causing the stuttering.
Also, the 177.92s are better than the 178.13s.

Changes hardly did dick for me. Force your settings to fastest framerate to ditch the lightmap bullshit. Seemed to help a bit.

Not sure if this was mentioned but someone told me that if you were still using the beta client(I was) and installed to the game client that came you would get better fps. I tried it and even without buff throttle I'm completely fine worked perfect.
