As the topic says whats the best spec for a starting arena heal priest with bad gear?

With low resilience I would start 28 / 33.

28/33 is easier as there are less cooldowns you have to juggle. BR is good spike damage mitigation. Having SoR will be nice since your priest WILL die until he gets some decent PvP gear.
